    It is estimated that approximately 13 percent of sworn law enforcement officers in the United States are women. However, when many executive-level female officers took the oath decades ago, they were joining departments that were not accustomed to having women in their ranks.

    Chief Vera Bumpers was appointed as the first woman police chief at the METRO Police Department, one of the largest transit law enforcement agencies in Texas. She also serves as the President of the National Organization of Black Law Enforcement Executives (NOBLE).

    As of June 30, 2016, the 15,328 general-purpose law enforcement agencies in the United States employed an estimated 701,000 full-time sworn officers. General-purpose law enforcement agencies include municipal, county, and regional police departments; most sheriffs’ offices; and primary state and highway patrol agencies. They are distinct from excluded special-purpose agencies (e.g., those with jurisdiction on tribal lands; and in parks, schools, airports, subways, hospitals, housing authorities, and government buildings), sheriff’s’ offices with only jail and court duties, and federal law enforcement agencies. Only general-purpose agencies are included in this report. 

    From 1997 to 2016, the number of full-time sworn offers in general-purpose law enforcement agencies increased by about 52,000 (up 8%). During the same period, the total U.S. population increased by about 56 million (up 21%).  As a result, the number of full-time sworn offers per 1,000 residents decreased, from 2.42 in 1997 to 2.17 in 2016 (down 11%). The 2016 rate of full-time sworn officers per 1,000 residents was also lower than the rates in 2000 (down 7%), 2003 (down 8%), and 2007 (down 7%). Findings are based on the Law Enforcement Management and Administrative Statistics (LEMAS) surveys from the Bureau of Justice Statistics.

    Tracking sustainable peace through inclusion, justice, and security for women

    Women Peace and Security Index 2017/18

    Georgetown University’s Institute for Women, Peace and Security* seeks to promote a more stable, peaceful, and just world by focusing on the important role women play in preventing conflict and building peace, growing economies, and addressing global threats like climate change and violent extremism. 

    The institute pursues this mission through research that is accessible to practitioners and policy-makers, global convenings, strategic partnerships, and nurturing of the next generation of leaders. The Peace Research Institute Oslo (PRIO) conducts research on the conditions for peaceful relations between states, groups, and people. Researchers at PRIO seek to understand the processes that bring societies together or split them apart. Founded in 1959, PRIO is an independent research institution known for its effective synergy of basic and policy-relevant research. In addition to such research, PRIO conducts graduate training and promotes peace through conflict resolution, dialogue and reconciliation, public information, and policy-making activities.

Much has been said about justice, security, and inclusion being interlinked, but only now have the data been put together that show us how. We know that women are often the first to feel the impact of smoldering conflicts. Their rights and security are often threatened long before gunshots are heard. This index has the potential to sensitize us to dangerous situations and could ultimately contribute to conflict prevention efforts. We are excited about the index and hope that it will be used actively by the UN system, nation states, academia, and civil society alike.”

    It is with a very heavy heart that I inform you of the passing of WIFLE Volunteer and the mother of our Vice President Sheree Mixell,  Ms. Anne L. Seals.

    Anne loved volunteering at our Annual Leadership Training and was one of your greatest cheerleaders.  She was so proud to see each of you as you navigated through your careers and she looked forward to meeting all the attendees as they checked in.  Anne had been ill recently but mentioned to Sheree that she was hoping to feel well enough to come back for our 20th anniversary.  She passed away peacefully last night at her home in Indiana. Please keep Sheree and her family in your thoughts and prayers.  We will publish arrangements as we get them.
